Dear Colleagues and Guests!!
 On behalf of the Transport Committee of the State Duma of Russia and myself, I am happy to extend greetings to our partners, participants and guests of the International Conference “Intelligent Transport – 2010”.
Intelligent transport systems are the unique tool providing the transport safety, accelerating the traffic flow, reducing the transportation component in the product price. Introduction of this innovation mechanism in the transport system will help to solve a number of social problems including: increasing the transport affordability and availability, introduction of the minimum transport standards, providing the traffic safety, unloading the main traffic lines and solving the traffic jam problems. As for today, the intelligent transport systems have not been developed in our country partially due to the lack of adequate legislation bringing about weak ITS market development.
At the International Conference “Intelligent Transport – 2010”, we are planning to discuss the concept of the draft legislation on Intelligent Transport Systems in Russia as well as to develop our suggestions on introducing amendments to the Transport Strategy of Russia until 2030.
I am confident that these are the GLONASS-based intelligent transport systems that can guarantee and demonstrate the real effect of the modernization processes taking place in our country.
